MOOWR brings a compliance burden. Running a bonded warehouse means maintaining prescribed records, filing monthly returns and keeping the operation audit-ready at all times. Done poorly, this can erode the benefit.

Duty is deferred, not eliminated, on goods sold in the domestic market. When those goods are cleared for home consumption, the customs duty becomes payable. The benefit is strongest where a meaningful share of output is exported.

A triple-duty bond and security must be executed and maintained, and there is a defined process to exit the scheme, which needs to be handled cleanly.
